Community Board 6 Faces Population Issues

Manhattan’s District 6 may be lacking parks, but it certainly isn’t short on two things: major buildings and students.

The 29 schools located within its 14th St. to 59th St. and East River to Lexington Avenue borders are facing problems finding seats for students in daytime classes and after school programs.

District 6 neighborhoods include Stuyvesant Town, Tudor City, Turtle Bay, Murray Hill, Peter Cooper Village, Gramercy Park, Sutton Place, and Kips Bay.

It is home to the Chrysler Building, the United Nations, Citicorp, and the former Con Ed site. It contains six hospitals: Beth Israel, Bellevue, Veterans, Cabrini, Joint Diseases, and NYU Medical Center. It also contains police precincts 13 and 17.

According to the 2000 census, 136,152 people resided in District 6, a 1.8% increase from 1990’s total of 133,748. Numbers are still rising: approximately 2,100 apartments have been built since.

Real estate mogul Sheldon Solow is also planning an office tower, retail shops, and six residential buildings holding 4,173 apartments for Con Ed’s former site according to PlanNYC.

Due to a lawsuit and complaints from the community, Solow’s project may never be. In 2008, Citibank, Solow’s lender, sued him. The plans have been off and on since. “We’ve substantially revised our master plan to respond to community concerns, and we look forward to a continued constructive dialogue with community leaders and elected officials as we continue the planning process,” said Solow’s East River Realty spokesperson Michael Gross to The Observer.

If built, Community Board 6 estimates 800 students will live in the new units, which affects their top issue: overcrowded schools.

According to Community Board 6, P.S. 116 Mary Lindley Murray School at 210 E 33rd St. taught 733 Pre-K—8 students in a chart dated October 2006. In September 2007, 824 students enrolled, raising the 700-student capacity 120%.

Recently, Community Board 6 passed a resolution stating construction will occur at the Police Academy once it relocates to E 20th St.
